I talked to a friend from Tucuman a couple of weeks ago and he said it was not uncommon up there in those parts. I found a local butcher who is more than happy to offer the cut to me even though it is not on their cuts board. Others, on the other hand, give some bs excuse about how it will ruin their cuadril cut if they take the tapa off. It has become one of my favorite cuts and I fail to see why it was not popular when I lived in Buenos Aires years ago.
