As a resident of Necochea, I just wanted to point out a correction to the information you posted about the buildings designed by Icilio Chiocci. The Regional Historical Museum is still standing and was designed by another architect; however, the link you gave for the museum points to a blog post about the former Necochea town hall, which was indeed designed by Chiocci.
