They are sold every Saturday on the sidewalk at the grocery store on Arribeños between Juramento and Mendoza. We like to walk there from our Belgrano apartment about once a month and stuff ourselves with buns. That's how we accidentally discovered the New Year festivities last Saturday. We also loved the small custard-filled cakes (don't know the name, but there's a good photo on this site: http://akworld.net/BAweekly/?p=383).
